On the Historical Evolution of the Administration

行政是人类的一项社会治理活动,有悠久的历史。在整个农业社会,人类的行政管理属于统治行政的范畴,政府的职能主要体现在社会秩序的获得上。近代以来,管理行政逐渐成长起来。在政治学的视角上,近代以来的政府被设定为有限政府;在管理学的视角上,政府的行政则属于管理行政。管理行政的政府职能必须根据社会发展的要求不断变革。大致从20世纪80年代开始,与后工业化进程相适应的合作治理出现,政府职能也表现为引导型职能。

Abstract:

The administration as a kind of society governance activity has a long history.In the whole agriculture society,it belongs to the category of the dominion administration,and its government function is mostly incarnated to obtain social order.The effect of dominion administration became smaller and smaller since modern times and the supervising administration is gradually shaped.In politics,the modern government is designed as a kind of limited government;in management,the administration in modern government belongs to supervising administration.The government function as the supervising administration must change ceaselessly with the requests of the development of the society.Approximately beginning from 1980s,co-operative governance appears corresponding with the context of post-industrialization,and meanwhile the government function tends to become that of the guidance.
