高质量发展是新发展阶段区域经济发展的主要目标, 而区域经济高质量发展是区域经济发展的 高级形态。 进入新发展阶段, 我国区域经济发展呈现超传统性的分化状态、 显著的扩散效应以及结构优化和 创新实力成为发展新引擎等新特征, 面临区域经济平衡约束、 动力制约及结构性制约三个方面的制约条件。 新发展阶段我国区域经济高质量发展可从发展路径及政策转型两方面推进, 在发展路径方面, 应培育区域经 济高质量发展的增长点、 构建新增长极、 创新发展战略、 融入全国统一大市场; 在政策转型方面, 应从数量 型区域经济政策调控转向质量效益型区域经济政策调控, 从区域经济增长极政策调控转向区域协调发展调 控, 从区域转移调控转向区域内生创新调控, 从区域需求管理调控转向区域绿色供求动态平衡调控, 从非均 衡区域经济政策转向区域均衡经济政策的调整。

Abstract:

In the new stage of development，high-quality development is the strategic goal of regional economic development，and it is the advanced form of regional economic development. In response to the changes in China _’s regional development pattern，it is necessary to focus on the long-term perspective and make good choices for the development path and policy transformation. Due to the systematic nature of high-quality regional economic development，the standards for high-quality regional development exhibit significant hierarchical characteristics. At the macro level，high-quality regional economic development is the result of long-term changes in productivity factors and macro level economy，with the core of improving regional potential growth rate and utilizing factors efficiently. The standard for high-quality development of regional economy at the meso level is structural standard，which should be achieved by optimizing the regional industrial structure. The standard at the micro level is the market standard，which promotes high-quality development through enterprise innovation，enterprise business model innovation，and the role of enterprise human capital. Entering a new stage of development，China _’s regional economic development has shown new features，such as unconventional differentiation，significant diffusion effects，and structural optimization and innovative strength becoming new engines of development. This is the practical basis for high-quality regional development in China in the new stage of development. Meanwhile，to promote China _’s high-quality regional development，we need to solve the problems of multi-level differentiation of regional economic development，insufficient sustained growth momentum of regional economic growth poles，and phased distortion of regional economic structure upgrading. In the new stage，high-quality development of China _’s regional economy can be promoted from two aspects：development path and policy transformation. In terms of development path，it is necessary to cultivate growth points for high-quality development of regional economy，and promote the transformation of regional economy from quantity expansion to high-quality development. We need to construct a new growth pole for high-quality regional economic development，and maximize the role of central cities and urban agglomerations as new growth poles for high-quality development. We need to innovate development strategies，implement a regional strategy of diverse mutual construction，multi-level interaction，and multimodal complementarity，and promote regional coordination towards deep development. We need to integrate regional development into the unified national market and improve the high-quality development of urban and rural regional economy on the basis of coordinated development. In terms of policy transformation，we should shift from quantitative regional policy regulation to quality and efficiency regional policy regulation，from growth pole regional policy regulation to coordinated regional development regulation，from regional transfer regulation to regional endogenous innovation regulation，from regional demand management regulation to regional green supply and demand dynamic balance regulation，and from unbalanced regional policy to balanced regional policy adjustment.
