产业是国家强大的物质技术基础, 建设现代化产业强国是实现中华民族伟大复兴的必要前提。 当今中国已处于全方位深刻变革的时代, 面对纷繁复杂的变量因素, 高质量推动产业现代化、 推动产业由大 变强, 是一项艰巨的系统工程。 建设产业强国有其规律性, 需 “见性、 因势、 循道、 厚德、 得法”。 中国诸 多重要产业在规模上位居世界前列, 但在质量效益与创新等方面尚需 “二次追赶”。 面对全球性竞争与变 革, 中国需 “因势”, 牢固树立安全意识、 危机意识、 竞争意识; “见性”, 遵循产业发展规律、 创新规律、 竞争规律; “循道、 厚德”, 围绕产业体系、 基础、 结构、 创新、 竞争力、 可持续、 国际合作等多维度进行战 略部署; “得法”, 以更好的体制机制、 国内外环境来促进现代化产业强国建设。

Abstract:

Industry is a strong material and technological foundation of the country，and building a modern industrial power is a necessary prerequisite for realizing the great rejuvenation of the Chinese nation. An industrial power refers to a country that has important，key and core industries leading hard power，soft power and resilience capabilities on a global scale. To build an industrial power，we need to _“understand the nature of industrial development，adapt to the situation，follow the proper way，be virtuous，and adopt proper policies and measures _”. Understanding its nature means that we must learn about the industry itself，clarify the essential attributes of the industry，and understand the value and significance of the existence and development of the industry. Adapting to the situation is to understand reality in the world and follow the trend of industrial development. Following the proper way is to understand and conform to the laws governing supply and demand，the laws of competition，of life cycles，of change and innovation，and of the universal connection，interaction，and mutual survival of things. Being virtuous means that the function，role and quality of products and services should meet the needs of users and of human development. Adopting proper policies and measures means that industrial development requires appropriate institutional and policy environments. Many important industries in China have caught up with developed countries in terms of quantity，but they still need to catch up in terms of product quality，efficiency，competitiveness，innovation and cutting-edge technology. In the face of fierce global competition and change，and as a rising responsible socialist power standing at a new historical starting point，China must put its industrial development in the right position and let it take on its right responsibility，which means that we should coordinate the interests of the people，the country and the world and promote the process of human civilization，by _“increasing the welfare of the people and building a strong country and a prosperous world _” and by taking the Chinese path to modernization. The Report to the 20th National Congress of the CPC put forward the tasks of building a strong country in agriculture，manufacturing，aerospace，transportation，network，marine，education，culture，sports，etc.，which is a systematic plan for the construction of a modern industrial power. The construction of a modern industrial power requires formulating practical strategies，taking into account overall considerations，categorized policies，and key breakthroughs. We need to consolidate the foundation and make up for the weaknesses，seek progress in stability，pursue mutual help from top to bottom and mutual complement between internal and external factors. We need to put equal emphasis on hard power and soft power，on independence and openness and inclusiveness，and on development and security，to promote harmonious coexistence between man and nature，to fully release development vitality，to focus on solving problems and risks in development and to improve industrial strength and competitiveness. In the foreseeable future，the construction of an industrial power should focus on the strategic deployment of industrial system，industrial foundation，structure，innovation，competitiveness，sustainability，and international cooperation. It is necessary to promote the construction of a modern industrial power with better institutional mechanisms，policies and domestic and foreign environments.
