摘要:

所谓历史主动, 是指中国共产党基于自觉的使命意识, 以高度的主体能动性把握历史规律, 在 准确判断、 分析主要矛盾, 明确认知、 理解时代课题, 积极应对、 化解风险挑战, 主动利用、 创造历史机遇 中顺应历史大势, 引领时代大潮, 从而更好推进自身使命的承担与实现。 中国共产党之所以重视、 强调历史 主动, 归根结底是由于中国共产党是典型的马克思主义使命型政党。 使命承担的价值主动、 问题导向的意识 主动、 把握规律的理论主动、 谋篇布局的规划主动、 贯彻落实的实践主动这五个环节构成一个逐步递进、 环 环相扣的有机整体, 使中国共产党的历史主动得以全方面地立体地呈现。

Abstract:

Since the 18th National Congress of the CPC，Xi Jinping，general secretary of the CPC Central Committee，has repeatedly stressed the need to grasp the historical initiative. The so-called historical initiative means that the CPC，based on its conscious sense of mission and a high degree of subjective initiative，has grasped the laws of history，established bottom-line thinking，improved strategic thinking，and carried out effective practice. By judging and analyzing major contradictions，recognizing and understanding the issues of the times，responding to and defusing risks and challenges，and making use of and creating historical opportunities，the CPC has adapted to the trend of history and led the tide of the times，constantly making its work more systematic，predictable and creative，so as to better undertake and achieve its mission. In reality，the historical initiative can be grasped from five aspects: the value initiative of undertaking missions，the conscious problem-oriented initiative，the theoretical initiative of grasping the laws，the initiative of strategic planning，and the initiative of the implementation. In these five aspects，the value initiative of undertaking mission has the primacy，which is determined by the type of the mission-oriented political party. Without self-consciousness in values and a high sense of mission，the historical initiative will lose its fundamental motivation and internal support and become impossible，let alone maintain the initiative in other aspects. Under the premise of firm ideals and convictions，the key to accomplish the mission is to effectively solve all kinds of major problems and challenges encountered by the Party in the process of progress，which requires a clear and keen awareness of problems. Lack of problem awareness，there will be no real initiative，and there will only be more and more passiveness. The conscious problem-oriented initiative has a distinct realistic orientation，which requires in-depth understanding of the world in solving problems and challenges，grasping the principles and ways of problem solving，the evolution law of social history，the trend of the development of the times，and forming an innovative theory. Only by grasping the law and taking the scientific theory as the guide can we really have the historical initiative in social reality. Only when the value initiative of undertaking mission and the conscious problem-oriented initiative develop into the theoretical initiative of grasping the laws can the historical initiative gradually change from possibility to reality. Furthermore，according to the Marxist theory of practical epistemology，theory originates from practice and in turn guides practice. The theory initiative to grasp the law must be grasped and transformed into practice，and this landing and transformation is first manifested as the mission-oriented political party’s overall understanding of the law，top-level design and strategic planning. Without such active planning，recognizing the law cannot really play a guiding role in transforming the world，nor can understanding the world and transforming the world be effectively connected. Of course，any plan must eventually be rooted in the practice itself，so the historical initiative must finally be embodied in the implementation of the practical initiative，that is，the implementation of the action to transform the world. The value initiative of undertaking mission，the conscious problem-oriented initiative，the theoretical initiative of grasping the laws，the initiative in strategic planning，and the initiative of implementation constitute a gradual and interlocking organic whole of the five links，presenting the historical initiative of the CPC fully and clearly.
