生态环境问题的产生是自然因素与社会因素相互作用的结果。 站在人与自然和谐共生的高度谋 划发展, 推进中国式现代化, 要在明确生态文明和政治文明的关联性和耦合性的基础上推动两者协调发展和 制度化结合。 作为新时代的重大政治问题, 生态环境问题的治理需要长远的政治思维和政治行动, 应着力从 生态文明制度体系、 生态环境协同治理、 全球生态治理等方面贯通党的领导优势、 社会主义制度优势和生态 治理逻辑, 不断推动党和政府的生态意识和生态自觉转化为政策体系、 各界共识和行动方案。 中国式现代化 是马克思东方社会理论的中国实践。 中国对现代化道路的探索具有丰富的生态意蕴和广泛的世界意义。

Abstract:

How to understand and deal with the relationship between nature and modernization is a major issue in China sub>’s overall process of the socialist modernization，and also a strategic concern to the CPC and the whole nation in recent years. The ecological environment problem is the result of the interaction between natural and social factors. Report of the 20th National Congress of the CPC puts forward that we should start from the harmony between humanity and nature in promoting the Chinese-style modernization. It must be made clear that the modernization of ecological governance is an urgent task in this process，which means that we should understand ecological civilization and political civilization as an interconnected unity，and promote the coordinated development and institutional integration between these two civilizations based on this understanding，thus improving the efficiency of ecological governance，and addressing the insufficient abilities and institutional disadvantages in the construction of ecological civilization in China. As a major political concern in the new era，the resolution of ecological environment problems requires political foresight in our thinking and action. In a long-term view，we should base our ecological governance on our basic institutions so as to optimize our ecological civilization institutions by connecting them with other important systems. We should coordinate the political factors that restrict the ecological governance under the leadership of the CPC and the Central Government. We should let the market decide the allocation of ecological resources，enhance the enterprises sub>’ sense of responsibility for the ecological environment，expand the activity space and self-efficacy of social organizations，stimulate the enthusiasm，initiative and creativity of the public to participate in ecological governance，so as to build an ecological community and form a modern governance model of mutual coordination，full cooperation and complementary advantages. We should plan the construction of ecological civilization in China with a global perspective by taking both domestic and external situations into consideration，and actively participate in global ecological governance by calling for ecological justice，assuming reasonable responsibility，and pushing for the construction of a fair and reasonable global environmental governance system. We should make full use of the advantages of the CPC sub>’s leadership and the socialist institution in ecological governance by transforming the ecological consciousness of the CPC and the government into effective policies，consensus and action plans，thus carrying forward China sub>’s socialist modernization with the construction of political civilization. The Chinese path to modernization is the practice of Marxism in Chinese society. Its rich meaning of ecological civilization provides Chinese wisdom to other countries and peoples in the world who hope to accelerate development and realize the harmony between human beings and nature. In the 21st century，Chinese path to modernization that advocates the mutual development of Eastern and Western societies will be more meaningful with its successful application of Marxism in China.
