Abstract:In the context of promoting the downward shift of the focus of social governance,it is important to mobilize urban community members to participate in the fourfold collaboration among the party, government society, and residents within the community so as to enhance the effectiveness of urban governance ,and the continuous actualization of the task comes from the advantage of " mobilization" in socialism with Chinese characteristics. The diachronic study regards relational community mobilization as an important driving force to improve the efficiency of urban governance, while the synchronic study indicates that the roles of path connection ,member integration ,emotional drive and element operation embedded in the "urban community" governance scenario exert the four-fold effects of reaching consensus within the community, building organic cooperative groups ,activating the endogenous dynamics of the community ,and integrating governance resources ,which help realize the efficient transformation of mobilization-participation. However, the thinking inertia of the party and government?s overall arrangement ,the levitation of community elites, the departure of common experience and the delocalization of interaction process in urban communities continue to " hedge" the effectiveness of relational community mobilization. Therefore, it is necessary to integrate relational community mobilization into urban community governance practice by focusing on formal institutional relationships and informal emotional connection.
